Power washing of 40 wooden decks, 12 wooden floor front porches and 46 units by Bob Wash on Wheels will begin next Tuesday, March 22, 2011 with the project lasting roughly one-and-a-half weeks to complete. Please be sure that all units' windows are tightly closed and that ALL objects are removed from the surfaces to be cleaned. This includes lights, grills, plants, etc.

Willoughby Townes Owners and Tenants,
I would like to take the opportunity to thank all owners for welcoming me back as the Administrative Assistant for Willoughby Townes. I have been asked to assist the Board in a limited capacity by regulating policies, collecting dues and issuing parking passes for the community. For all up to date information, please visit www.willoughbytownes.org.
In preparation of coming back on board, I have driven through Willoughby Townes a few times in the last couple of weeks and am saddened that a few, select individuals are not obeying the policies in place regarding parking and trash service. Please understand that in a community such as this, a few individuals can easily undermine the appearance of the entire neighborhood. The Board has asked that I begin issuing fines to help maintain the grounds and has since decided that it is only appropriate to inform everybody prior to and grant a seven day grace period so that you may address the issues accordingly.
Beginning July 7th, I will begin issuing fines for trash bins that are not properly stored or left out on Sunday, Thursday, Friday and Saturday as trash collection occurs on Tuesday which will give adequate time for drop-off the evening before and pick-up the morning after. All items that will not fit in the bin at time of pick-up should be taken immediately to another location and properly disposed of as Time Disposal will not remove items outside of the bin. Please do not leave any materials on the curb. Parking passes were issued for 2010 and each unit is assigned one pass to park in an “unmarked” space. Please use your 2010 pass and refrain from parking without a pass. If a parking pass has been misplaced, the replacement fee is $50.
As always, just a friendly reminder that all pet waste needs to be properly disposed of and that pets should be attended at all times. We are very pleased to be able to accommodate pets at this time so please be courteous of your neighbors by picking up after your pet.

Administrative Assistant to the WTPOA Board of Directors.
Duties for "Administrative Assistant to HOA Board"
- Collect and deposit dues fines. Including sending reminder emails and advising owners of fines imposed by board.
- Schedule, attend, and minute HOA owners and board meetings.
- Issue and distribute parking passes.
- Check PO Box; deal with correspondence as appropriate including depositing checks. Also be an additional contact email point for WT issues along with board.
- Work with board members who live at WT with regards to occupier issues such as snow removal, landscaping. Board members to have main responsibility and AA to assist them only.
- Assist with developing responses with regards to WTPOA issues as requested by the board. This can include giving opinions based on the disclosure packet information on WTPOA liability for items such as gutter clearning.
- Ensure state registration is maintained.
- All out of pocket expenses reimbursed - postage, parking permit labels, etc.

We won’t be having the old bins cleared this week. Allied was meant to do it and I am hopeful they will (I just emailed them reminding them), if they don’t have it done by Tuesday next week Time will do it (Time can’t do it this week due to the short week and them being 1 man down this week due to a back injury). -Tony

Your bin options and actions required by each of you:
1. If you like the new large bin (capacity 90) do nothing.
2. If you want to switch to a Time smaller bin (capacity 70) call Time on 434 977 3339 and tell them your street number and they will organize to switch with you.
3. If you want to keep your current bin call Time on 434 977 3339 and tell them your street number and they will send you a “TIME” sticker to put on the bin.
You will need to make one of the 3 choices above as from next Tuesday you should only have 1 bin for your unit.
Disposal of current bins: · Allied is meant to remove the yellow bins later today. However if they don’t by Tuesday morning when our first Time pickup is, please put them out and write a note for the Time guys that says “Please take as trash”. · If you do not want to use the old WT smaller bins please put them out and write a note for the Time guys that says “Please take as trash”.
If people want to take bins and use them somewhere else they can...they are trash now so as long as they are gone by Tuesday we don't care.

WT Residents,
As you are probably aware Governor McDonnell has issued a 'State of Emergency', and according to the National Weather Service we are getting 20 to 28 inches. Based on this information, it would NOT be prudent to wait until it has stopped snowing to start shoveling your walkways and driveways. Keep this in mind especially if you need to leave your home. PLEASE PLAN AHEAD!
Due to the amount of anticipated snow, equipment will NOT be readily available to clear WT. People will need to be patient, use common sense, and help their neighbors. When information is available, you will be updated.
Monday night's HOA meeting is still scheduled for 6:00 PM at the Central Library Branch of the Jefferson-Madison Regional Library (located on Market Street, across from the Downtown Mall). If the library is closed on Monday, the meeting will be rescheduled.

for snow removal and asked him to plow as needed.
Please understand that with only 4-7" anticipated that he will plow at
the optimal time for removal.

Given the recent snow storm and moving forward in the event this happens again, I have contracted with Scott's Backhoe Service who helped to clear out Willoughby Townes for the next two months until a final decision can be made and approved by all owners come February. They will be giving an estimate on the scope of final clean-up later on today which I will then pass along for owner approval.
As of December 12th, 2009 parking passes have been issued and each unit is assigned one pass to park in an “unmarked” space. This may be used for any car or visitor that you see fit and will be regularly monitored by Collier’s Towing to insure that parking passes are valid. Please use your 2010 pass and dispose of 2009 passes as of today. If you continue to use 2009 passes beyond the 25th of December, you will be towed. If a parking pass has been misplaced, the replacement fee is $50.
Trash and recycling collection will take place on Saturday, December 26th and Saturday, January 2nd in lieu of the holidays.
A friendly reminder that all pet waste needs to be properly disposed of and that pets should be attended at all times. We are very pleased to be able to accommodate pets at this time so please be courteous of your neighbors by picking up after your pet.

Durwin the president of Scott's Backhoe finished clearing out WT yesterday evening and the mailboxes and roads are now accessible. He said with the volume of snow he could not complete the sidewalks as initially stated (he had nowhere to put the additional snow).Thank you to everyone who cooperated in the snow removal of Willoughby Townes.

Stephanie has negotiated with the snow removal company to come by today to clear WT (same contractor that cleared snow the other day). They will have 3 people and 1 machine and anticipate it will take all day. They are only going to do main sidewalks only, not the sidewalks to people's houses, if a car is still in their driveway, they are not responsible for the snow blocking it, they are allowed to pile the snow where they see fit (including in yards).

Dear Owners and Tenants at Willoughby Townes,
First, thank you to Sharon Barber, David Jensen and others who got a new contractor to clear WT yesterday. I also want to thank Stephanie Jackson for all her efforts. Due to their efforts WT is in much better shape than many other communities that neighbor us which still have not been plowed.
Our previous snow removal contractor (and other contractors in Charlottesville) were really not prepared to deal with the storm we had. We are going to try to secure the new company's services for more removal between now and our next board meeting (to be held in February).
At the next meeting we will review the budget implications of switching contractors long term (while the cost incurred for proper snow removal is much higher, I personally believe the premium is worth it. We just have to acknowledge that it will have a long term impact on our budget/dues which all owners should have the opportunity to weigh in on).
This is the first "real" snow I can remember in my 6 years in Charlottesville, so I guess we all got used to not worrying about snow plowing and our old contractor seemed more than adequate in the past with only a few inches of snow on the ground. However, now that we have all had a taste of a storm, we need to make sure we understand that and make a decision we are all happy with.

Snow Plowing:
Dear Owners and Tenants at Willoughby Townes,
Currently our contractor is doing the best they can to clear Old Fifth Circle. Unfortunately the snow storm is more than Charlottesville is really prepared to handle. While it might not seem it, I know from firsthand experience that Old Fifth Circle has had more plowing than some other privately maintained roads in Charlottesville. The contractor has advised us that he will attempt to come by again in the morning.
To help the efforts of the snow plows please move your car if possible. One of the reasons for the ineffective snow plowing earlier today was that the trucks had nowhere to push the snow due to the cars parked on the road. Many of you can't move your cars now, but if you can, anything to you can do to create space for them to push snow will help.
I know this is frustrating for everyone, but we are all in this together. Stephanie has been in constant communication with our contractor, and has been keeping the HOA board advised. Please just refer back to this website for updates, rather than calling Stephanie or the contractor directly. We will be doing everything we can to deal with this major storm.

Inoperable Motor Vehicles
Section 10.09 of the Willoughby Townes HOA guidelines states:No inoperable motor vehicles shall remain within Willoughby Townes for more than forty-eight (48) hours. The Association in its rules and regulations shall have the power to define what is an inoperable motor vehicle.
The HOA Board will instruct Collier's Towing to remove an inoperable vehicle from the premises if it is not returned to operable condition within 48 hours.

The Alliance for Community Choice in Transportation ( ACCT) has listed Willoughby Townes as a local pedestrian, bike and transit friendly community! We are served by two bus lines which makes commuting a breeze! A supermarket, pharmacy, and several restaurants and gas stations are located just 1/2 block away in the Willoughby Square Shopping Center.

The next WTPOA meeting will be held on Thursday, November 1st, 2007, at the Municipal Arts Building, 7:00 p.m.
Members: As always, it is very important to give your proxy vote to a board member in the event you cannot attend.
Residents: You are welcome to attend and meet everyone; however, only members of the association may vote.
The HOA board will do a walk-through of the landscaping plan on Wednesday, October 3rd, for anyone who is interested. Any members of the community that would like to hear about the plan devised by the Board is welcome to attend.The walk around can be expected to take at least 1 hour. The meeting point will be on 5th Street Extended in front of 148 OFC.
Also, Q4 dues must be paid on or before October 1. Parking permits will be provided after payment is received.

Parking Reminder:
- We only have 16 unreserved spaces that the parking permits are valid in. We give out 46 permits each quarter. There is not one space available per permit, and we ask that if you have a garage and driveway that you utilize those 2 car spaces.
- An expired permit or no permit in your car will get you towed. This is a $95 risk you take by parking in violation of the rules the community voted for earlier this year.
- If you get towed, please contact Colliers not the HOA board. We have a contract in place so Colliers can come here anytime they like, so it is not a case of the HOA board calling to have your car towed. Let me add that if you should find yourself without a parking space and you see other cars parked without valid permits, you can call Colliers to ask them to patrol Willoughby Townes and you do not need to give them your name.
- If someone is parked in your driveway or your reserved space, it is your responsibility to call Colliers to have the car towed.
- Please refrain from parking on common areas not designated for parking (e.g. access point to utility road at bottom of circle, grassed areas next to your mail box. etc). These areas are subject to towing by Colliers as they patrol.
Amendment: Monday to Friday 9am to 5pm, excluding holidays, we have asked Colliers to not tow any cars in unreserved parking spaces. Cars parked in clearly designated no parking areas will still be towed. This should allow you to have contractors and other visitors when parking is not at a premium.

The WTPOA Annual Meeting was held on June 26, 2007.

We now have a new Executive Board. Tony Naidu is the new WTPOA President, Sharon Barber is the new Secretary, and Lyndon Estes remains the Treasurer.
Collier’s Towing began to enforce our parking regulations on Monday, May 21st. Anyone parking in a non-assigned space must display a valid permit to avoid towing.

Line painting: On Friday, May 11th, a contractor painted the lines indicating the new parking bays, no-parking areas, and markings related to travel direction.
Parking permits (one for each property) are issued on a quarterly basis, and are linked to the payment of WTPOA dues.

Collier's Towing will patrol the neighborhood (without being called) and remove vehicles parked illegally or without the appropriate permit. Please remember that any car parking in a non-designated space requires a permit.
No-parking areas are now clearly indicated. Permits are not required for parking in a designated space (e.g. driveway or numbered bay). Please make sure that your visitors are made aware of the parking regulations.
WTPOA will not bear any responsibility in the event that a vehicle is towed.
As decided at our Feb. 12 meeting, we replaced the huge blue trash cans provided by our trash service with smaller cans on Thursday, March 29, with this Letter attached.

As you know, the parking regulations until now have not been enforced. The reason for the delay is that we were waiting for the City Planners to approve an amendment to our site plan that allows for 11 extra parallel parking spaces. This amendment was recently approved; therefore we will be undertaking the following measures over the next few weeks:
- Line painting: On Friday (May 4th) this week (barring rain, in which case the date will be Friday the 11th), a contractor will paint the lines indicating the new parking bays, no-parking areas, and markings related to travel direction. To allow the contractor to work and the paint to dry, all parallel parked cars must be removed from Old Fifth Circle between 9 AM and 5 PM on Friday (or the designated rain day). Please heed this request—ANY CAR BLOCKING THE PAINTERS’ ACCESS WILL BE TOWED AT THE OWNER’S EXPENSE. Cars in existing marked bays or driveways do not need to be removed, but will have to remain where they are between 9 and 5 so that the paint can dry.
- One parking permit will be issued for each property that has paid dues through the second quarter of 2007. Parking permits will be issued on a quarterly basis, and will be linked to the payment of HOA dues. Please look in your mailbox or around your front door for your permit during the course of next week. Anyone parking in a non-assigned space must display a valid permit to avoid towing.
- Collier’s Towing will be contracted to enforce our parking regulations. The contract will commence Monday, May 21st.
